Phase 1 – Duration and Learning Steps
Phase 1 is the first step of the Road Safety Education Program (PESR) in Quebec. It focuses on theoretical knowledge and must be completed before you can receive your learner’s permit.
⏱️ Minimum Duration
Phase 1 must last at least 28 days. You are not allowed to complete it in a shorter time, even if all classes are finished.

- 5. Evaluation (Theory Only)
🚫 Important Restrictions
You cannot drive a vehicle before completing Phase 1. The theoretical evaluation (Module 5) must be passed before applying for a learner's permit.
🎉 After Phase 1
Once Phase 1 is complete and the theory exam is passed at your driving school, you can apply for your learner’s permit (Permis d’apprenti conducteur) at a SAAQ service outlet.
💡 Tips for Success
- Attend all classes — they are mandatory.
- Take notes during each session to prepare for the evaluation.
- Ask your instructor questions if you’re unsure about traffic signs or road safety rules.
- Once Phase 1 is done, book your SAAQ appointment early — slots can fill up fast.
